Dear friends:

Good morning! In this golden autumn season loaded with joy of harvest, we come to the critical phase of further consolidating the outcome of the epidemic prevention and control. So, it is just timely and of great significance for us to gather at the source of Qinhuai River and at the foot of Wuxiang Mountain to share our ideas concerning the health of the whole people and to promote healthy development. Hereupon, on behalf of Nanjing Municipal Party Committee and Nanjing Municipal Government, I would like to extend a sincere welcome to all the leaders and guests attending the meeting. And I’d like to express my heartfelt thanks to friends from all walks of life who have long been caring for and supporting Nanjing's development.

President Xi Jinping used to point out that "Prosperity for all is imposssible without health for all. "

People's health is the foundation of social civilization and progress, it is an important symbol of national prosperity and power, and it is also the common pursuit of the people. The “Healthy China” project is an important strategy deployed by the CPC Central Committee with Comrade Xi Jingping as the core. In recent years, especially since the first Healthy China Development Conference, Nanjing has been thoroughly implementing the instructions and expositions of President Xi Jinping on the construction of a healthy China. With the guiding advice and support from the Central Committee of the Revolutionary Committee of KMT, the Provincial Party Committee, the Provincial government and the Provincial Political Consultative Conference, Nanjing’s health industries and public affairs are making continuous achievements and moving to a higher level. 

Our first aspect is to highlight exemplary samples. Nanjing has firmly held the opportunity of development when Lishui was designated as the ”Practice Base of Healthcare Industry for the Central Committee of the Revolutionary Committee of the KMT” and the “Practice and Demonstration Zone of Healthy Jiangsu”, and fully supported Lishui to build and promote the “District-wide Healthcare and Wellness” project, the “Internet+ Health Service” and other six categories.  A group of iconic projects have been set in Lishui, such as the “National Extreme Sports Gymnasium”  which covers the largest area as a single building of the same kind in our country, the first sizable Health Recovery Hospital in our province and other items.. The blueprint to build Lishui as a sample of the “Healthy China” is gradually turning into reality.

The second aspect is to highlight reform and innovation. We have fully carried out the Pilot Project of Country-wide Health Service Cluster and supported Lishui in its pilot project of our national “tightly-knit medical and healthcare community within the county”, wherefrom the medical resources allocation is to be optimized, the hierarchical diagnosis and treatment  is to be improved and the contracted family doctor service is to be promoted. In this way, the graded system of medical and health service, in which “the initial treatment relies on local healthcare service, major illness goes to hospitals,and the recovery returns back to the basic level again” can be adequately established and the last kilometer for the medical and healthcare treatment be bridged. At present, Nanjing has achieved full coverage of medical associations in primary health care institutions, and the "Nanjing Model" of community hospital construction has been approved and recommended by the National Health Commission.

Our third aspect is to cultivate advantages with unique characteristics. Nanjing's health industry covers six major fields: medicine, medical treatment, medical workers, medical information, medical care and health care, with pharmaceutical R&D and biopharmaceutical industries taking the lead in the country. In recent years, we have made great efforts to promote the new medicine and life and health industries to complement and improve the industrial chain, optimize the industrial landscape, enlarge the industrial scale and reinforce the industrial chain. In this process, we give full play to the advantages of Nanjing's traditional Chinese medicine resources, vigorously develop the Chinese medicine industry, train Chinese medicine talents, enhance the informationization of traditional Chinese medicine, and strive to provide people with all-round and full-cycle Chinese medicine health services.

Our fourth aspect is to highlight the notion of “people’s health first”. We have always given priority to people's life and health, and we are working hard to build a well-off society in an all-round way based on the health of the whole people. And now, we rank among the top of health indicators in the country. In the face of COVID-19, Nanjing pays high attention to scientific prevention and control, makes overall plans, deals with the epidemic in every way possible and practicable, promotes development, improves people's livelihood and ensures safety, continuously strengthens the system of early warning and monitoring, medical treatment, scientific research, joint prevention and control, etc., and improves the city's resilience and modern governance, providing a strong guarantee for people's healthcare service and high-quality development. Up to now, the number of confirmed local cases in Nanjing is the least among the four major cities in the Yangtze River Delta, effectively achieving zero death of patients and zero infection of medical staff. In the first half of the year, the city's GDP increased by 2.2%, ranking first in the whole province and among cities with GDP exceeding one trillion yuan. With the last 40 years of reform and opening-up, Nanjing's total economic output ranks among the top ten in China for the first time, and its innovative vitality and endogenous motivation continue to increase.

Facing the 14th Five-Year Plan, we are about to start a new journey of building socialist modernization in an all-round way.  Causes of development and transformation, industrial upgrading and improvement of people's livelihood requires a more sophisticated and mature health  industry. And this conference will definitely promote the construction of "Healthy China", "Healthy Jiangsu" and "Healthy Nanjing" in the post-epidemic era.

In the next step, we will continue to thoroughly implement President Xi Jinping's important instruction on safeguarding people's health and safety. We will further emphasize people's livelihood, guarantee the supply and quality of medical and health products and services, and encourage the high-quality medical resources flow to the grassroots, so as to better meet people's current needs for medical care and health services. We will further strengthen the innovation-orientated development, deepen cooperation between industry, academia and research and integration of Chinese and Western medicines, promote the construction of major science and technology platforms, and give stronger support to the innovation of health industry. Also, we will focus on the domestic demand, base ourselves on the domestic market and promote both the both the domestic and overseas market, encourage medical and health enterprises to become bigger and stronger, and enlarge the comprehensive competitiveness of Nanjing's new medicine and life and health industries so as to make it top-ranking in the country. We will continue to support the platform of the "Healthy China" Development Conference, and enhance its brand influence and resource gathering capability. We hope that leaders, experts, scholars, entrepreneurs and friends will come to Lishui District, Nanjing City for investigation and research, and establish cooperation in health industry.
